MINUTES OF MEETING
NOVEMBER 1, 2001

PRESENT: Chairman Tracy Scott, Stan Brehm, Joanna McIntosh, Ted Bailey, Richard DeBold, Harold Arey, Ray Towle, Ron Lesieur, Secretary Andrea Deachman

Chairman Scott introduced the Board and asked the members of the Board to review the minutes of October 4, 2001.  

The following was struck from the October minutes:  Page  3, Discussion: Paul Adams
Paragraphs 1,2,3,5 and Page 4, paragraph 2.  The following was added to page 3 paragraph 4:  A proposed wetlands ordinance was brought before the board and…

Motion was made to accept the minutes of October with the above changes.

DESIGN REVIEW:                          Mariana Thorne
                                                Home Occupation – Hair Salon
                                                Map 3, Lot 85-14, Harvest Road

ABUTTERS:  Richard Parenteau

Ms. Thorne presented the Board with a drawing of the property and where parking will be. The state will not give a license until the town has approved the salon. Abutters concern was traffic and the business getting out of control. Ms. Thorne assured the Board that she will be the only one working she will have no employees. There will be no signs and septic toxins are worked out with the state. She would rather not place time restrictions on her business.

DISCUSSION:                             ZONING CHANGES
Commercial and Industrial
shared Development

Proposed Zoning Changes:

District CI/MF:  General Requirements:

For the purpose of increasing density and to provide for an efficient use of land in the CI/MF zone, shared development will be allowed for commercial and industrial development only.

All commercial and industrial uses shall have a minimum of a fifty (50) foot deeded driveway access to State Route 4, 202, and 9 or State Route 28 or to an intersecting state or town maintained road.  All driveway access must enter the road within the CI/MF zone.  The design and maintenance of the road must be suitable to handle the proposed use.  All shared driveways will be maintained by the landowners, and will not become the responsibility of the town.

          9.    No building or structure may be erected closer than ninety (90) feet to the centerline of State of New Hampshire right-of-way of Routes 4, 202 and 9 and State of New Hampshire right-of-way of Route 28, but must have a minimum set back of 40 feet from the edge of State right-of-way of any state or town maintained road.

These changes will be set for Public Hearing in December 6, 2001.

Mr. Joe Austin was asking about the proposed changes and how they would affect him. He stated he would be back to see the Board with a discussion issue on his property.

Proposed budget was given to the Board for review, changes were made and the proposal will be submitted to the Selectmen as requested.
